The only exception is the limited use of low-THC CBD oil (with less than 0.9% THC) for qualifying patients with severe epilepsy, as permitted by Julian's Law enacted in 2014. Therefore, traditional cannabis distribution licenses, as seen in adult-use or comprehensive medical states, do not exist at this time.
